a northern perspective (WI): vinca's grow well in full sun to part shade...can even survive in full shade...they're usually not too picky about soil...they'll grow in acid to alkaline soils... while you are trying to establish them, water every 3 days...after they're established, no watering required...no fertilization required...very easy to grow once established
