I don't believe so, A hosepipe ban doesn't actually mean hosepipe, it means that you can only use water for essentials: cooking, cleaning (not car washing) and bathing (showers preferable). I wouldn't fill the paddling pool if I were you, you might get the water board knocking on your door with a hefty fine. It's not an essential use for water.
