Answers:    They cost so much because most orange trees are not grown from kernel but instead are grafted onto premium rootstock. Often times citrus trees (and various other plants) grown from seed will not produce a tree that have the same characteristics (size, nibble of fruit etc) they true clones are made. They are also slow growers so getting a sizable, sellable plant takes a while. Hence the better price.
In Florida MUCH cheaper than in New England.
It would depend upon how voluminous you want to purchase your orange tree. A small one would be profusely less than one to be exact almost full-grown. I would contact a local nursery and ask what they carry and also bring back some advice on what you might involve for your own particular purposes.
