Answers: Any place that sell water garden accoutrements. Usually large garden centers or greenhouses. They are tubers contained by a "ventilated" pot. Just drop them in the hose.
Growing water Lilies from pip is not an easy duty. I bought several on eBay....only have a couple grow to a nature plant. Best article to do is buy the tuber or plant cutting and grow it from that point. You should be capable of find them on eBay also.
