Sounds like aphids, and although there are many poisons out that will get rid of them, they are not necessarily healthy to you or your plant. For a natural approach (and quite effective), try Neem oil, insecticidal soaps or homemade tobacco tea.
"A naturally occurring fungal pathogen may control aphids when conditions are wet or humid. In most areas aphids are normally a problem for only about 4 to 6 weeks in spring and early summer before high summer temperatures reduce their numbers. In many landscape situations, knocking aphids off with a forceful spray of water early in the day is all that is needed to supplement natural control. Insecticidal soaps or neem oil can also be used to increase mortality of aphids with only moderate impact on natural enemies. Aphids are easy to control with insecticides such as the foliar systemic acephate (Orthene) or malathion, but such applications are seldom necessary. Soil-applied systemic insecticides may be effective but are not usually necessary."
Tobacco tea: place a cup or so of cigarette butts in warm water, and leave to soak for awhile (a couple hours is plenty). Add a teaspoon or so of dish detergent as a surfactant, and a tablespoon of Epsom salts. Strain WELL (as through a cheesecloth) and add a half gallon of water. Put this lovely concoction in a spray bottle, and go to town on your little rose bush! It may take more than one application, and I usually give it about 3 days between sprayings.

You can purchase a spray at Walmart that is specifically for roses, preferably a combination bug and fungus spray since roses are also prone to getting black spot and different diseases. Or, you can make a home made remedy for bugs with a spray bottle of water, a couple drops of dish soap and a little bit of garlic. You can use a small garden fence to keep the critters out but I have never experienced a problem with critters bothering my roses, they don't car to much for the thorns.
