want to cut the size of my lawn in half. can i bury existing turf with a foot of mulch or need remove first?

Answers:
a foot of mulch should kill any turf under it. may i suggest you use ruff tree chipping for the lower layer and use a more finished mulch on the top? chippings are cheaper in most areas and the finer mulch costs more. so use the cheap as "filler" and top with the good stuff.

Not sure about mulch but a home near mine buried all her grass with rocks and made her entire yard a rock garden.

Try and remove first...you didn't say what type of grass ..stolons and runners maybe still.. OK...Do this ...remove turf and on-sell...wait a fortnight then spray herbicide...leave see what crops up ..spray again...Then Mulch. If you think I am advocating un-necessing spraying...I can only say what is your grass type....?
Make part of your lawn into a rock graden or just take the
grass away and rack it and then make some thing that
takes up the space of the garden I saw a nice big rock
garden in the middle of the yard with purple rocks it was
nice.
Check on the web Lasagna gardening. That is the method of layering your yard without digging.
