should you put fertilizer before heavy rain?
Answers:
Fertilizing before rain is good because the water helps push the fertilizer deeper into the ground and thus feeding the roots better. To do this optimally you want a long slow rain that penetrates.
But fertilizing before a very heavy rain (in this case rain that comes REALLY fast) will only cause most of the product to wash away unless it's on a very level grade. Anything with a slope will only cause you to waste fertilizer in a heavy rain.

that would be the ideal time for doing it.

A heavy rain will wash it right off your property. It's best put down before a light rain.
Anything short of a "toad choker" should be fine if you have decent grass coverage. If a monsoon is coming, hold off, otherwise it's a great time to put it out.
Yes. I always cover myself with fertilizer before it rains. That's why I have forsythias sprouting out of my uvula.
if you are using granular fertilizer, putting it down before a rain is an excellent time to do so. This allows the fertilizer to dissolve and soak into the soil
Put it before light rain or it'll be all over you're driveway/road/anywhere.
