yea, it sounds like you burned up some of the windings in the starter, that would be the best reason for it being incapable of turning the engin over when the plugs are in. by the way... wholy crap thats a big charger, why do you need one so powerfull. you may have burned up the plates in your batery from over charging the thing. ok, so it only turns over when the plugs are out, right? this must mean that your starter cant produce the torque to turn it over, either your batery is fried and is not giving the starter enough power, or your starter is bad(windings burned or the bushings are fried) so make sure your batery is good and change your starter.

You failed to note; do you have a battery in the machine? Or just a charger hooked up to it? If it turns over when you pull the plug, does it not when the plug is installed? Lots of variables here that you haven't noted.. impossible to give you an answer with this little info.
my husband says if you take the spark plug out and it still turns over,,its NOT the started.he said the starter won't do anything whether the plug is in or out.
