Be careful not to leave any areas uncut (inside or out). Then unlock the window and try to force it open with abrupt force, using the heel of your hands.

You are going to have to ruin the window. Take a box cutter knife and cust down the seams. It might take a few tries. You will need to budge it open with all your might. There are also products to chemically strip the paint. It will ruin the window... so do you really need it open?
razor blade sometimes cuts the tight paint away or us some paint thinner even though u maybe have to repaint its better than having broken glass
I'm a painter with a lot of experience and what I have been doing for years is getting a sharp cutting tool and slicing throughout as not to go through the wood. Make sure you wear gloves or some type of protective gear so as not to cut yourself.Once open, paint over the chipped wood or melt some candle wax and pour it on.
Use a paint scraper to remove the paint at the window edge. This may require some brute force, but be careful.
Once the paint is removed from the cracks, try to move the window. Pushing in on the window frame may loosen things up enough to release the window, or take a mallet or hammer and VERY carefully thump the top frame of the sliding part up. Be very cautious, since you could break the window or the frame very easily.

I've used a putty knife and a hammer. With the blade of the putty knife in the crack, tap the handle with a hammer until until blade slides between window and sill. Repeat, working your way around the edges.
