How do you get paint off a deck when sanding don't work?

Power wash it with a mildew detergent or it's not paint, it's stain.
Have you tried a paint stripper?? You can buy deck strippers to remove old paint and stain.
take about 2 gallons of premium gas and spread it all over your deck, then take a match and light it. you wont have to worry about the paint on your deck.
Use a pressure washer. It will also smooth out the wood if you don't leave it on one spot for too long....then you'll remove part of the decking.
1. You can get some paint stripper from a hardware store [read the instructions].
2. When the paint is gone, hire a belt sander [hardware] and sand the entire surface of your deck. 3. Clean the deck thoroughly with "sugar soap" or equivalent. 4. Hose off any residue and allow it to dry before repainting or staining.
For a top coat only, forget step 1.

It should come off with a pressure washer if it is latex paint. If not, contact your local sherwin williams and get "Deckscapes" stain and sealer remover. It's a messy job, but it will work. Sometimes you need to bite the bullet & hire a professional.
