Are there any laws against building a concrete wall right up against your house??

Would it be safe to do it? I'm talking about right up against the house. I'm watching my neighbor doing it right now.. My wife is over there talking to his wife about it and seeing why he is doing it. His house is wooden i think. Couldn't the wall fall back and cause havoc with his house?? Are there laws against that? I looked but couldn't find any..Not being nosy just trying to make sure noone gets hurt.

most cities require some sort of building permit, not sure exactaly what hes doing but if he has a permit hes good if not call your city hall and they will direct you to the proper department and tell them your concerns.

yes it isn't allowed. there is a certain amount of distance between the perimeter and your house. your can ask the city ( building and permit ) on what the proper distance is . fines might be paid should there be an accident and they might ask you to tear it down anyway. in CA, the house wall and perimeter wall should be 5 feet apart.
