sounds like the capacitor in your master socket. you local telco need to change that ( legally ) but its to do so yourself. This can happen if they are old or you've had recent electric stormy weather.
Alternatively you might have too many devices plugged in. Disconnect all your devices, including DSL filters, try calling home from a mobile and see, if it rings gradually plug them back in until it stops ringing...there you've isolated the fault.

it sounds like your modem box provided with the dsl was hooked up wrong, did you attach all the static arresters to all your phone lines as stated when you got your set up kit and modem, what type and company did you go with ,are you usb or ethernet , read instructions again and switch cables on the back of modem box that may help check that "all" phone lines have a static/line protector on them.these are provided with your kit if you have a verizon system.
