that depends.
like an electric kettle, stove, lights, etc.... turning them OFF will stop your meter from running.
however, for TVs, radios, satelite decoders, etc... turning them OFF by the remote control ONLY turn off a portion of the electronic circuitry. another portion of the cicuitry is still ON...awaiting your next command when u press the ON button on your remote control. so for those appliances, u'll either have to turn them OFF by hitting the swithes mounted on the set, or unplug em off the wall...

no only thing that runs is water heater. when you cut the current supply the meter should not run, that is if you cut the water heater off. best way to check too see if you have a faulty meter, is to pull the main breaker out and walk outside and look to see if it is still moving. if it is call your power company demand it to be fixed and your bill pro rated.
