What needs to be done to raise a 24x24 garage so that 4" block can be used to raise the garage?

Currently, the garage is lower than the driveway and part of the land. The driveway sloped towards the garage but it is going to be replaced and corrected. The slab in the garage is bad but I will be pouring a 4" layer of concrete on top of it. This is why I want to raise the garage to then put 4" block on the footings.

I've done this once before, moving an entire storage building about three miles from one farm to another. The size was comparable to your garage.
First, unbolt all the sill plates from the foundation. Second, you have to brace the hell out of the structure from the inside to keep the building from racking when you lift it. You'll need to brace from top plates down to opposite bottom plates, the more, the better. And nail something across the bottom of the garage door to keep it from spreading open.
How you lift the building is up to you. We had a Bobcat, so thats what we used, but I imagine you can use a heavy-duty hydraulic jack. Starting from a corner, we lifted the building 2" at a time, inserting 2x4 blocks as we went, about every 6 feet. We kept going around the building like this, adding blocks, until it was high enough to run beams underneath it to jack up and get a trailer under the beams to move. You need only lift and block the building high enough to get your 4" blocks underneath. Lower the building onto your block, then fill in the gaps where the 2x4 blocking was.
