with a glove if there in the bowl but if your asking about the screws that fasten the toilet pan to the floor, with great difficulty, for a start if the job was dont right in the first place there should be brass screws so they dont rust so only way without braking the pan is to use an hacksaw blade between the toilet pan and the floor
you actually might try gripping the boltwith vise grips and bending it back and forth until it breaks below the nut. I have done this several times. If it is loose, try spinning the toilet like you were going to unscrew it from the floor, only turn it clockwise. The flange is made so that if you can spin it like that it will release the bolt. It should only turn about 1/8 of a round then pull up on it. Otherwise use the painfully slow method of a hacksaw blade (without the saw) between the toilet and the floor.
