try a tube of gutter sealant most of that stuff will cure under water

if the pond is empty try gorilla glue. if not go with the epoxy.
Actually there is available black pond liner tape. Made for hooking two pieces of liner together or repairing holes. Pool vinyl patch kits don't work because the pond liners are made from different stuff. You should be able to find liner tape from pond supply establishments.
