Answers: If by "bond" you mean electrically ground the container, then attaching a #8 ground beside a proper clamp or mounting ring to any metallic piece of the tank will do it. The nouns will have to stay dry, though, because the container structure will almost certainly not be copper.
In CA, what we *used* to do be run a ground wire from the hot to the cold to the gas, beside ground clamps & bare #10 or #12 flex. Here's a ground clamp:

What I've seen electricians do lately is to purely bond the hot to the cold. I don't know why - going to the gas seems resembling a good model. Residential bonding in broad is changing, as most alien houses have adjectives plastic water & drain piping. Ground rods are getting more adjectives, I suppose.
