how do you remove the metal cover from taps in order to remove the headgear if it is stuck?

there is a screw that holds it in place often under a plastic cover which you can lever out with a screwdriver

an adjustable spanner and a little WD 40, sometimes I use a oil filter chain don't forget to turn the water off first
