According to the law, anything growing over your property line is yours to do with as you see fit. My neighbor has complained about me picking avocado's from their tree. But I only pick what is on my side of the fence. They have called the cops several times and it's always the same thing, I have the right to anything growing inside my airspace. Airspace refers to anything directly above my property.
If their hedge is overgrown into your space you CAN cut the section directly above and inside your property line. But keep in mind that doing so may ignite a feud. If you haven't yet, try discussing your concerns with them.

Thats more of a statement than a question, I wish people would be more precise sometimes. If you mean its over growing into your garden or whatever, then just ask them to chop it back. If they dont know how to stop it growing, just chop it back! Simple...

all you have to do is politely as them to cut it back.Explain it is in your way,and that would like them yo cut it down so that it doesnt damage your garden,or whatever your reason for wanting it cut is.
If it's hanging over into your garden, you can cut it off in line with the boundary of your property, as long as you offer to give back the bits you cut off, at least that's the law in the UK.
