To get the paint off try elbow grease and Oops available at Walmart type stores. For the smell use Odo-Ban available at Sam's Club. A soaking wet mop will warp the floor so damp mop. If they are old hardwood floors they are probably worth saving. Newer hardwoods can only be refinished 2-3 times depending on the thickness.

If you're sanding the floors (refinishing) the over spray is no problem . Most hardwood floors on new houses prior to doing the floors have over spray. The urine stains are a little trickier. If the floors are hardwood, pull up the stained planks and reverse them in their place (turn upside down) re-nail and putty prior to sanding. Puts the stain on the bottom. As for odors there are many products can't recall off hand but once the floors are refinished they'll be resealed with lacquer and varnish so it shouldn't smell.
Murphy's oil soap will get the paint off, but so will sanding. The only thing I know that will get the smell out is Kiltz. But then you will be painting the floor. You could put Kiltz on then paint the floors. I've seen pictures of rugs painted on that looked nice.
the paint overspray will come off with sanding. the black areas are where the smell would be those are the urine stains. first see if sanding takes the stain out it will if its not to deep. if not they make a product called wood bleach that will lift them out. follow the directions on the product. very important. its kind of nasty to use but does the job. this should get rid of the smell.
If the dog did his business in teh same place most of the time, then teh stain isnt only on the surface, its right through the wood slats. Replace the slats. Otherwise your going to get the smell and that stain will never come out. The paint will come off with simple paint remover. Ask for a good one at your local hardware store.
