the big number (or line) is the INCH measurment
the smaller number (or lines between the bigger lines) are the centemeter measurements...

an inch is divided up 16 times thats 16 little lines between 0 and 1 so u can say 1/16 2/16 3/16 4/16 and so on but when a number can be broken down lower u do that 4/16=1/8 and 8/16= 1/2 get it very easy oh and the woman who says they r centimeter measurement is very very wrong dont listen to her she hasnt measured a thing in her life

Take a tape or ruler that is lined in that way
Determine a half of one inch...then half of the half, then half of the quarter, then if you have more, half of an eighth.
3/8 on a normal tape is 6 small lines (16ths) from any inch mark. that means 2 lines before 1/2 inch. The tape should even have subtle differences in the length of these different lines.

most rulers are separated by 1/16 inch marks then the i/8tinch marks are a little bit taller.then when you get to 4/16ths that is 1/4 inch marks and they are a little bit taller the next tallest mark is when you get to 1/2 inch.so you have 16 1/16 marks .at the 1/8t mark its longer at the 1/4 mark even longer and at the half longer.there are a quarters in an inch and two halfs.
If it is inches you are dealing with, you will find each inch divided into halves, quarters, eights and sometimes sixteenths: put a dot on the paper or whatever you are measuring and on the ruler count off three of the eights, make another dot.
Roadie is correct,they also sell a tape that actually have every fraction written above the line if you find it too hard to figure buy that type of tape measure.
