Help! impossible urine smell contained by rental-cat and human contained by concrete basement- is bleach the best chance?

I have used this product for years and can be sprayed or mopped. It will really lend a hand to cut the smell. Then, paint if so inclined. I would prefer this method and then use Rust-Oleum's two quantity epoxy basement floor paint which will really spruce up the nouns. This is moisture permable which allows the floor to breathe. A floor paint that is solid to moisture will bubble and peel contained by short order. Good Luck.
I own had equal problem with my rental properties. Concrete is markedly porous and bleach does not work. I painted Kilz on my concrete basement floor and it took vigilance of the problem.
