how do I get rid of "stuffy air" in an apartment even if opening windows doesn't fully eliminate problem?

Perhaps you need a flow of air through the apartment. Have you tried opening windows on opposite sides of the property at the same time, if it's at all possible?

Radio Shack sells air filters. They are really nice, they even have a UV light one for allergies. I have a dog and a cat and my dog has severe allergies. I bought the more expensive on with UV to help him with his allergies. It has really helped him since I started using this.
The air with these filters feels fresher, it sounds kind of crazy but they do. You can go to Radio Shack or online and get them. They work great and I think it would help with the stuffy air as well.

vacuum couch, chairs, mattress, and carpets. It's prob trapped in there. Set out a dish of vinegar, unless you have pets or children who might drink it.
Put a fan in the window but blowing out itll suck all the stuffiness out of the room. its always worked for me.

First do not put a humidifer in the room --that is to put moisture IN the room. Maybe a DE-Humidifer, that takes moisture Out of the room. The fan in the wondow FACING OUT will work if you pull the other windows down to about 3 inches. I've gotten quite a wind tunnel going using it that way.

air purifier and a fan set on "low" to "medium"
this is definately a problem in an apt. my son apt smells everytime he comes home from the weekend away..its caused from cooking, smoking, and other smells coming from other apt vents thru bathroom sink plumbing,,, vents etc... WE put charcoal in a butter tub w lid w large hole put in lid (keeps pets out), under the sofa, behing the tv and bedroom dressers and one under the sinks that backed up to other apts... we then also set out some very strong cinnamon and vanilla candles and burned them for long periods of time...when he is home...also he now sits the glade pop ups throughout the house lol..
