What causes frost & ice to form on the radator of a air conditioner?

I am nowhere near a air conditioner person, but you know how a ice cold can of soda gets wet (even though it was dry to begin with) the ice cold radiator, passing air.... it'll make the water in the air condensate and freeze the water. The more humidity in the air, that will make it worse.

I agree with the 2nd answer; also if it is a window unit it may not be tilted enough in the window and its not draining enough. Also mold may be forming on the grill. Pour bleach over the unit, let it sit for a little while and then spray it out with a garden hose.
This happens to us on occasion, living in South Texas it runs nonstop through the summer. Could mean different things, evaporator coil is dirty and needs to be cleaned,(this is not the filter but be sure you change that filter nonthly) condenser is dirty or failing or you simply are out of freon.
