Steam furnace- most important steam tap, too big?

plumber saw the valve and said thats too big for a residential system (low pressure) so i replaced it. what happen if the valve is too big? one entry i know for sure is that valve never once have steam come out, whereas our other furnace has steam come out every so repeatedly.
