At the bolts that secure the tank to the toilet, preattached to the tank or can they be replaced.?
Also, if they can be replaced is there a sealant I should use to prevent leaks through the bolts?
Answers:
On a two piece toilet, any I've ever worked on are attached with bolts. Removal may take effort and caution to not break the tank but its certainly possible.
The new bolts, packaged for just such a purpose should come with two rubber washers and at least one brass washer, for each bolt.
To the new bolt add one rubber,,,often a seating type washer, then insert the bolt into the tank and bowl holes. To the bottom add the second rubber washer to the bolt, then the brass washer then the nut.
When tightening, take it slowly and alternate from one bolt to the other. They only need to snug enough to seat the top washer, inside the tank.
Add a cup or two of water to check for leaking or dripping, and if need be tighten again 1/4 turn each until the leaking stops.
Even plumbers putty will degrade in time, submerged all the time. You shouldn't need sealant, if the refit is done properly.

Yes - this should fairly inexpensive.Go to your local hardware store.
Rev Steven is correct - one thing more. BE SURE the replacement bolts are a non ferrous metal to prevent rust and seizure. Normally bolts sold specifically for this purpose are non ferrous.
If you screw the slotted head from the inside of the tank with a screwdriver, rather than with a wrench from the outside, you are less likely to over tighten and crack the tank
