I have a Craftsman Rear Bag Mower 37846. I'm having trouble with the drive (to push the mower). How can I fix?

The drive that moves the mower wont engage. I've checked the belt and it's connected. The cable is intact also. Has anyone come across this problem and know what else to check?

Make sure the belt isn't slipping.... oil on the pulley or he belt is worn out, that sort of thing.....
