getting only luke warm water from my gas water heater...why? what can I do to fix this?

Sometimes it is because the heater is not getting enough gas or the water pressure is too low. Either way I think you should get a plumber or the manufacturer in to look at it.

call in a gas fittter.sounds like you have a broken heat valve or sometimes the filter ,which is made of cardboard swells with moisture and blocks off the gas .the filter is for filtering the gas flow
Watch what the heater is doing: There should be always a small pilot flame burning (apparently, yours does), but when you turn the hot water on, there should be a large flame burning.
If not, you only get "luke warm" water.
I do not recommend to fiddle around with a gas appliance, can be tricky, can lead to excessive carbon monoxyde emmission, or worse...! Call the gas board.
it might have a broken dip tube. There is a plastic tube under the cold water inlet that directs the water to the bottom of the tank. This allows the cold water to be heated, as it's heated, it rises to the top.
If this tube breaks (sometimes the plastic just dissolves) the cold water coming in the top dilutes the hot water & you only get lukewarm water at your faucets.
