If your meter is in a meterbox outside, the stopcock to shut the water stale is right there. You can smudge from there to the nouns where it enter the house and dig down in attendance. If the water meter is within the basement, you will requirement to tie in after the meter and run the chain back outside. You cannot tie within before the meter.
