Is it possible to stack a regular dryer over a regular top loading washing machine?

Sure. But you won't be able to use the washing machine.
Several appliance companies do offer stacked washers and dryers. The top-loading washer is on the bottom and the dryer is on top. The bottom of the dryer compartment is angled so the washer lid can be raised. They make good sense in small living spaces.
Otherwise, I don't see an easy way to stack separate washers and dryers over each other without some industrial-strength bracing or shelving. The dryer's controls would probably be out of reach and you'd have to install both venting and water lines in the same area.
Um lets see NO, thats just dumb, if you put the dryer on top of the washer how are you going to do laundry?

If it's for the purpose of storing them, then it shouldn't be a problem, unless the control console of the washer sticks out considerably enough to not allow stable space for the dryer to rest upon. I would not do this, however, if you live in a location susceptible to earthquakes unless you have a way of stabilizing the dryer to the wall so it won't fall.
Now... if you WERE planning on using either appliance, then I'm afraid I'd have to agree with the other short replies you've received. think about it. Even if you didn't use the washing machine, the dryer's vibrations while it runs would eventually cause it to fall. Not good.
