Clean it off using a bleach solution (1 slice thin bleach to 100 parts heat up water). A nail brush and an ripened tooth brush are good for getting contained by between tiles.
Once you've got it stale paint your ceiling first with a white grease - based undercoat and after paint or paper it to garnish. Do the same next to plaster walls, but obviously not tiles.
Buy a dehumidifier (ours be lb68 in B & Q) and enjoy it running in the winter months, and let breathe by opening window in the summer months.
you hold damp if it is that impossible you should seek a professional. might be down to poor airing or a leak within your roof.
