First you need to find the actual source of the water. Is it from hydraulic pressure on the foundation, a leaking pipe or drain, improperly routed downspout, etc. . Once the source is located and remedied, then if you still have a moisture problem, you may want to provide better site drainage and or a barrier and drain system along the exterior of the wall. As to a sealer dri-lock is reputed to be quite effective, but if you don't take care of the root cause, it will be a purely temporary fix.
