my walls have blistered. how do i repair and what will keep it from happening again?

It sounds like moisture is affecting the paint from the inside of the walls...are these exterior block or concrete walls? Paint it first with DryLok, it will seal the surface so you can paint

Not a chemical reaction. If the first coat of paint was not totally set (not just dry) then the solvent from the coat of paint you put on top causes the 'old' coat to expand. If the first coat was not fully adhering to the surface it was put on then it would 'lift'

All I know from a friend who is a painter is that you should not paint if it is even drizzling slightly, apparently any undo moisture in the air can make the paint bubble and blister down the track..
Are the walls in your bathroom? If so, you might have a mold problem in your house. We have blistered walls in one of our bathrooms that does not get much ventilation and that's the reason why. It's from a leak somewhere Unfortunately we haven't done anything about it yet because it's an expensive process. They have to go inside the wall and see where the leak is coming from and then cut out dry rot and replace it and paint again. Hopefully this is not your problem. Good luck!
