Answers: I think you would be better to use a rubber liner glue to the galvanized surface, or a paint on waterproofing objects like that used by tile setters to rainproof shower pans. Either will be a easier than using a cement base product.
To use a cement you would need to attach chain lath to the tank and the apply Keene Cement plaster to the lath similar to plaster on a house wall. Scratch coat, brown coat and finish coat. Follow mfg directions for mixing,
well adjectives you need is cement, sand, gravel (if it needed) and water(control it). you hold to make sure that your cement self properly mixed with the sea properly.
