What is the best tool for scraping paint off of my cedar shingle house?

Naaaaw. Use a normal paint scraper to remove the larger, flaking paint then switch to a wire brush.

Rent a sandblaster, you'll have to tape up your windows, but the shingles will look brand new when you are done, yet rustic. they will need to be sealed with somekind of polycoat afterwards, but they will be brighter in appearance
