Repiping: Is it obligatory to repipe up to the fundamental river column surrounded by the street?

We got a quote from a contractor for both repiping the house and also a separate quote for repiping the portion going out to the street. Does anyone know if it's mandatory to repipe the portion going out to the street? How often should that be done?

If you want to get rid of the 'gunk', next total re-piping seems contained by order. Old metal pipes deteriorate - that's what you are experiencing. I wouldn't expect to ever do this again - it should be a 1-time replacement for you.
