My underground store get raining everytime it rain. What steps should I lug to correct this problem?

We have gutters on the roof which seem to be to function ok and a sump pump in the crypt. The sump pump seems to pump hose out ok from the well piece it's in. Also soil from the foundation drains away from the house. Could dog-eared drain tiles be at fault? Thanks for your minister to!
