Well, it depends. Do you have an ice maker on your fridge, or anyother type of water hookuup on anything that may use a float ot timer to use water? If not, then the needle should not spin. Maybe a leaky valve on the toilet...? Somewhere there is a leak of some kind if you are sure that absolutely nothing is running.

Have you checked toilets for running water? Have you checked an outside faucet for dripping?
