2 pin power plug will not work in 3 prong socket?

if the male cord cap is rated for 110 volts it will work anything over 110 volts wont work

It is wired WRONG! Go to wal mart and buy a receptacle tester. I have one from there that cost me $3.50. It will tell you exactly how the receptacle is wired. Black wire goes on the brass colored screw, white wire goes on the silver colored screw and green to green colored screw. Also check the appliance in another receptacle.

It is difficult to answer this question with-out more information. I presume you are talking about a 120 volt circuit. Try to narrow the problem down to the power plug or the socket by plugging the power plug into another outlet. Plug a known working lamp into the socket in question. Which ever still does not work is your problem.
