I don't know about the legality of having a load center on the outside but it may not pass building electrical code out there.

It should certainly be a well sealed box too. You don't want to get water in there.

The people answering these questions are idiots. You are NOT allowed to have an electrical panel outside of a house. For several reasons......... including the probability that water would contact the wiring as well as the possibility that it could be tampered with by strangers.
The previous posters answer is funny since, as someone else here stated, most homes have the load center on the OUTSIDE. My home, and most homes in this area (Houston, TX) have the breaker boxes mounted outside next to the electric meter. Only place I have seen boxes mounted inside are apartments and pre-1960 built homes.
