Does lead base paint become chalky over time?

It can, but all paint become chalky and disingrates over time. Flat more than Gloss. I worked with lead paint, testing surfaces for lead paint in some very old houses. Some lead paint seemed chalky, while other lead paint seemed very intact and not at all chalky. I really dont think the lead content has anything to do with its tendency to become chalky. If you are wondering if a certain surface contains lead paint, you should get it tested. Call a local environmental Consulting Firm. Good Luck.
