my boiler has 2 velves on stock up side a presure release velve and one to fill, immediately when i try to fill to 30 psi it stays and afterwards goes down, shuld it run down or shuld it stay at 30, also what does 30 w.p stand for on the gauge

why are you trying to fill the boiler to 30psi? do you live within a high rise building? 12psi cold hose fill is roughly speaking right for a 3 stories house. wp= water pressure.
be carefull or you may endup ruining the boiler or worst.
