Why don't you suggest she has a garage sale or go to a car boot sale? Tell her YOU will help, you are her best friend after all.
Point out some of the things she will be able to buy with the money.
As for the stuff that doesn't sell - why don't you point out how much more room she would have if she took what hadn't sold to a charity shop. Then HER junk will be doing some good.
Even if the charity can't sell it in the shop they will be able to get scrap value for it, and at least it will be out of HER life.

Unless she is turning her garage into a meth lab or storing explosives, or growing marijuana, or potentially dangerous materials, raising fifty cats, etc there is nothing you CAN do. It is her space. You can lose a best friend if she does not want to get rid of her possessions. Sorry.

I am a virgo and I throw away or give to charity or yard sale anything I am not using. If you look around, you will see that about 90% of people use their garage for storage and leave their expensive vehicles outside in the elements. We should rename the garage to storage area, then others won't complain when we use it for storage.
I'd have to say, if you don't park your vehicle in HER garage then it truly is none of your business. FRIEND??? Hmmm how do you define that? Like them no matter their STUFF????
Assume for even one moment that there are eccentricities about you as well, and deal with acceptance and tolerance.
Does her SUV bother you in a jealous way? Is it an eye sore, a neighborhood danger issue? Do you need HER space for anything of yours? Gads, take a breath and get over this.
