Low inlet mh street light bulb keep on burning, ballast is burned.bulbs are tentative muted fixtures are one year out-of-date.?

Answers:    The first item that comes to mind is that you might be hooking up the wrong lead from the ballast. I am assuming this is a multi-tap ballast for different voltages. Take a volt reading at the fixture to assure that it is the voltage you have a sneaking suspicion that. Also make sure it is the right bulb for the fixture and ballast. MH bulbs run pretty hot and can cook the wrong fixture.
Hard to figure out. If your question is bulbs and ballast preserve burning out in a spanking new light fixture, I would guess you own the wrong voltage. What is 347(or where is 347). Is at hand a printed voltage rating on the ballast?
