how do I reseat the bead on a tubeless wheelbarrow tire?

whoa! starting fluid is only in an emergency. just get a ratchet binder(get them at any hardware store and are a good thing to have anyways) put the binder around the tire to compress the tire, the bead should set against the rim and create a seal, next, you need to get a valve stem wrench, they are very cheap and will remove the little valve from the stem of the tire. with the valve out, you will be able to put more air in faster. take the tire to sheets or something and put the tire on the air compresser at the gas station. the high volume of air should quickly seat the bead. once the bead is seated, take the binder off or things will go bad when you fill the tire all the way up. once the tire is at a good pressure, take the compresser line off and quickly press your thumb over the top of the stem(or the air will quickly rush out) with the valve sitting on the wrench, quickly remove your thumb and jam the valve in the stem. once you stick the valve in, it wont leak as bad, it will slow the leak enough to let you tigten the valve.
soap may be needed if you cant get the bead to seat.

this is tricky but it works. if the bead is close spead grease around to seal then air up. or lay tire flat on ground spray starting fluid in tire just a small amount then light it ! boom ! it will seal the bead. just be carfull and don't use much.
