If there is just a little paint left (e.g. 3 or less ounces), open the lids and let it thoroughly dry out. Might take a week or so. Then discard in regular trash.
If there is a lot of remaining paint, you'll want to treat it as hazzardous household waste (especially oil based paint, but even if its Latex paint)... in that case contact local government number for waste management.

Call your local trash collection, found in the front of moist phone books. Some places have a site set up, other collect a few times a year. I any case they want you to dry the paint out and close the lids.
Since I am from the area I can tell you they do a hazardous pick up once a year. It is announced on the news. That would be the best time to do it. I am in the country part of the county and I take the cans burn out what is left of the paint and discard the clean empty can. Since we are allowed to burn papers and trash it is a good way to get rid of them. Of course not so hot for the environment. But check with WICU news and they can get the info for you on Hazardous Trash day.
