Generally speaking, you will never be allowed to park your car on the grass... EVEN IN YOUR FRONT yard.. assuming you have a grassy front lawn... you have a driveway(cement), etc you can park there but if several cars come, they (even at your house) are not allowed to park on the grass.Very unlikely that anyone would turn you in if one time or two but if IT is a habitual thing, some neighbors might turn you in

If it's your grass certainly. In most residential areas the city,town or village own in from the roads edge but measures vary depending on where you are. I would not recommend parking anywhere on grass in downtown or business types of areas.
You probably cannot park on the city's right-of-way. I don't know about parking in the yard on the grass. I agree, it's unsightly. I would try the city Zoning Office, this usually deals with land-use problems.
