What does it mean when a light fixture buzzes when you try to put in a light bulb?

check the wattage. make sure the bulb isn't over the socket recommendation.
else, it is just the electrical current flowing and connecting as you screw the bulb in (if the fixture is on).
EDIT: oh, yeah, forgot about the tube lights. What kind of light are we talking about here?

check contact points. your light bulb may be loosely connected.
Your wires are frayed or shorted out ..turn off the switch ..first thing don't go near the electrical socket and call and experienced electrician ASAP. (as soon as possible ) explanation necessary in case you are blond lol.

Are we talking fluorescent lights? Your ballast might be bad, but you shouldn't put a bulb in with the power on. The bulb could explode, etc. And some old fixtures just buzz. Irritating, I know.

Usually if it is incandescent it will have a bad connection on the hot terminal (that is the center tab of the socket). Sometimes these can be tightened with a small screw driver (obviously after removing power) but they are also sometimes pop riveted in and you have to change the socket out. You can find replacement sockets at your local supply store that are matched to your light. If it is a cheap light you are better off replacing the whole fixture just due to the pain in the butt factor of trying to repair. If the fixture is fluorescent then you need to check the "tombstone" to see if it is broken. That is the ceramic part that the tabs of your lamp go into. It could also be a circline fixture, or also a ballast. That is pretty tough to troubleshoot without more information.
