Toilet repair?

My toilet tank is not filling up but it will if you turn off the water knob on the wall behind the toilet for about 1 hour then turn it back on. then flush reallt annoying and my landlord wont do a thing about it all she told me is that it is a 35 dollar job and I need to find someone to do it then take it out of the rent. Anyhow does anyone know how to fix that????

Hire a plumber to fix it (it will cost more than $35). Deduct the cost from next month's rent and attach a copy of the bill.

first of all .. that is some kind of landlady!! it could be the flapper if you look in the toilet tank , in the bottom of the tank normaly in the middle you should see a black rubber circle. it lifts when u flush the toilet and falls down when you release the handle. if this flapper satys open when you flush and release the flusher thats the problem. after you flush try jiggling the handle and watch to make sure the flapper closes if it does all you may need is a new flapper witch only cost liek a cupple bucks. if that dont work check the float. pull it up lightly to stop the water push it down lightly to start the water.
is there a water pressure problem? it probably fills up but really slow... Call a plumber and make sure he sends her the bill.
You need to remind your landlord that it's her job to make sure the apartment she rents out is livable.
