briggs 21hp engine cuts out on one cyilnder cleaned carb. new sparkplug,swiched coils, still pops and cracks?

Twin cylinder? kinda sounds like the ignition coil is going bad. The carb feeds both cylinders, so if ones running good, the other should the same. But you switched that.... with a new one?
Adjust the valves (go to the briggs website, they have a page on this, and the specs, also the specs should be in the engine owners manual)
How did you clean the carb? best way is to soak it in a bath type carb cleaner for a few hours, blow it out with compressed air, and rebuild it with a rebuild kit.
Btw, this engine should have no points.

Check the woodruff key in the flywheel. If it has started to sheer, than ignition timing is off. Also, check the points if it has them.

music has a good suggestion,, you may also want to check the head gaskets for leaks,,mayby try to tightened the bolts on it? pop the head and check for gasket, cracked cylinder wall or cylinder,, may have carbon build up on the intake or exhaust vavle,,,
